As we dive deeper into the source of the misleading cost estimates used to justify cancelling Hamilton LRT, it's useful to understand some of the key players at the provincial level that are connected to the Hamilton LRT project:

• Caroline Mulroney is the Minister of Transport, responsible for Metrolinx.

• Metrolinx is the Provincial government agency that manages and integrates road and public transport in the Golden Horseshoe region of Ontario, including the cities of Toronto and Hamilton and their suburbs.

• Metrolinx is one Provincial government agency responsible for awarding the Hamilton LRT contract.

• Infrastructure Ontario is the other Provincial government agency responsible for awarding the Hamilton LRT contract. It acts as procurement and commercial lead for all major public infrastructure projects in the province.

• Laurie Scott is the Minister of Infrastructure, responsible for Infrastructure Ontario.

• Turner & Townsend is the third-party consultant hired by Infrastructure Ontario to provide cost consulting services for Hamilton LRT.

• Leif Malling is the current Chief of Staff to Caroline Mulroney. He is former Chief of Staff to Minister Laurie Scott and Former Associate Director & Government Sector Lead at Turner & Townsend.
