There is no reason to delay negotiation of the Memorandum of Understanding. There will still need to be approval of the MOU once it is complete, therefore an agreement to negotiate does not mean the MOU is binding!
In the meantime, city staff should keep plugging away on estimates for the costs, revenues, and savings related to LRT... in terms of its impacts on the finances, fare revenue, and operation of the HSR, its impacts on the development pattern of the city (and subsequent implications for both central city and suburban/greenfield infrastructure and service costs, tax revenue, etc.), the costs of NOT implementing LRT, its social benefits, and any other opportunities related to it such as using King-Main corridor buses to improve service in the suburbs and start running express service along the other portions of the BLAST network.
